Numerous instances have occurred of vessels which are

unable to come here owing to hostilities discharging

Shanghai cargo at Dairen or Japanese ports.

Japanese

authorities are now refusing to allow shipment of such cargo to China or even Hongkong unless guarantee is given

that it is not destined for China. This action is

causing serious inconvenience to British importers in

China and seems inconsistent with Japanese declaration in regard to treatment of neutral vessels and cargo resulting

from blockade of China coast. Such cargo is still in

transit and cannot properly be made subject to any embargo imposed on exports to China from Manchukuo or Japan.

3. I should be grateful if representations could

be made with a view to removal of these restrictions.
